Nope. The city of Norfolk remains an independent city. Here is the full
statement from McGinnis:

"Geographically, Norfolk was located in Norfolk Co. until 1963, when
Norfolk Co. and the city of South Norfolk merged to form the city of
Chesapeake. Norfolk is adjacent to the independent cities of Chesapeake
and Portsmouth."

So, the way I understand it, if you want Norfolk COUNTY records you go
to Chesapeake. If you want Norfolk CITY records you go to Norfolk. If
you want South Norfolk CITY records you go to Chesapeake.

I've been thinking about the seemingly low price that Bennett COMBS paid
Thomas SHIRLEY for his 640 acres in Pendleton Co.

I've never seen anything (else) to suggest these two families might be
related, but suspect we need to leave no stone unturned. As a way of
getting the ball rolling, let me provide the following info about Thomas
SHIRLEY. First, I must caution that I have done very little direct
research on the SHIRLEY family in SC, and none in VA: I'm still stuck
in southern IL and Barren Co KY trying to connect my earliest proven
SHIRLEY ancestor, Moses, to this group (he surely is, but exactly how
can only be surmised).

That said, it appears likely that the Thomas SHIRLEY who sold land to
Bennett COMBS is the same Thomas SHIRLEY whose wife was Mary "Mollie"
GRUBBS and who later settled in Barren Co KY. Records of Broad Run
Baptist Church in Fauquier Co VA and Turkey Creek Baptist Church in Old
Ninety Six District (now Abbeville) SC indicate he was part of the group
of SHIRLEYs who migrated from VA to SC ca. 1783 to 1785. Bennett COMBS
land in Pendleton is not far from Turkey Creek Church, and the PUTMAN
family were associated with Turkey Creek.

Apparently, this SHIRLEY family lived in VA in the area where Fauquier
and Prince William Cos. meet. There were also SHIRLEYs in
Northumberland and Culpeper Cos. who may be related. I've also seen
claims they were somehow related to SHIRLEYs in St. Mary's Co MD but
have never seen any evidence of this.

Some surnames allied with this SHIRLEY family in VA and SC include:
SMITH, HOLTZCLAW, HUGHES, CULLINS, GREEN, MITCHELL, and BARMORE to name
a few.

Information about this group, including in some cases record abstracts,

I'd sure appreciate it if some of you knowledgable about and interested

WARNING: You must take with a grain of salt virtually everything you
see on the Shirley Association pages; the lady who heads this
organization is a wonderful person and has collected a lot of SHIRLEY
info, but is not adept at research or citing her sources. I have found
many errors in her work. (Example: her web page for my ancestor Moses
SHIRLEY m. Jerusha HANCOCK (son of Moses SHIRLEY and Nancy DALE) lists
a child born 3 years before their marriage and lists me and two of my
cousins as her sources; I've never seen any evidence of the existence of
this child except in her publications; I know she didn't get the info
from me and at least one of the other cousins cited, and I doubt she got
it from the 3rd one as he got most of his info from us....) Use Shirley
Association material as possible clues only.

Perhaps this has no connection or interest, but in the Pension
Application for my George Hardin, b. 1756 in Loudoun Co. VA, he states
that when he was again drafted into the militia in the month of January
1779 for an 18 months service, he exchanged with a tweleve months
militia man, giving him one hundred & fifty dollars to boot. The name
of this man with whom he exchanged was Wm. GEORGE. He was living in
Winchester, Frederick Co., VA at that time.

First article;

HENRY CLAY COMBS
William Combs, a printer, came to America about 1731. His son, William
Henry Harrison Combs, also a printer, was once the employee of Benjamin
Franklin, married Mary Helen Murphy whose ancestors came from Belfast,
Ireland, the County of Down. Their son William Henry Combs born April
27,
1811 in Loudoun County, Virginia [died December 1896] married about 1832
in
Fauquier County, Virginia, a Sarah Susan Floweree, also known as Sallie;
Floweree is pronounced floray. She was born in Fauquier County,
Virginia.
They settled in Jackson County about 1836. Some of their children and
grandchildren settled in Jackson County and are buried in Mason and
Jackson
County.
Children:
Ariana Hanson Combs born April 17, 1834 in Fauquier County, Virginia
married
Joseph Bibee. Their children were Helen, Daniel, John, Anna, and Mrs.
Maggie
Bibee Sullivan. Mrs. Sullivan resided at Folsome, West Virginia and the
remainder of the children scattered over different states.
William Edgar Combs died in his 87th year [January 9, 1930]. He
married
Nancy Roach. Five children; Lily, Frances, William, John, Daniel.
Several
grandchildren are scattered throughout the state.
Daniel Combs drown in his 9th year during the Civil War while on a raft
with
a negro slave in the Ohio River.
Permisha C. Combs married John Pickens. Two children; William Floweree
Pickens, all died in Iowa. One granddaughter, Mrs. Hazel Sloan Hagerty,
Stanwood, Iowa, was in tough with Mrs. Mary Combs Williamson until her
death.
Contee Fairfax Combs was a Confederate soldier. He enlisted when he
was 16
years of age. He died in the war and we never knew where he was buried.
Sarah Susan Frances Combs, married Jacob Knight, both died at Hartford
city,
West Virginia. Five children: William, Nellie, and Daisy, Mrs. Susie
Knight
Turley at Hartford, and Lydia at Pittsburgh.
Lacey Ann Combs married Marion Crum. They had five children; Sallie
Crum
married William King of Cottageville, and she had two children. He later
married a Miss Sayre. William, Frank and Emma died unmarried. O. J.
Crum
married Annie Sayre, Cottageville. They had a large family.
Mary Helen Combs married Kinsey Prudens and they had several children.
John Combs died at the age of 25 years, unmarried.
Henry Clay Combs the subject of this sketch was born April 18, 1856 and
died
January 2, 1930. He is buried in Combs Cemetery in Union District, Mason
County, West Virginia. Born in Jackson County, he has many descendents
born
and raised in Mason County. Married Lanora Anis Sayre, daughter of M. G.
and
Mary Charlotte Parsons Sayre, granddaughter of Herbert Ezekiel Sayre. H.
C.
Combs and Lanora Combs had the following children: Mry Blanche, Edgar
Contee,
William Henry, Sarah Susan, Ulysses Grant, Rhoda AGness, Henry Clay, Jr.,
Hoit
Steve, and Roy Lesley Combs.
Mary Blanche Combs Williamson it the mother of Eugene Victor, Zara
Alicia,
Lannes Wilkinson Clay, Lydia Maxine, Ney Rene, Jerome Davidson [deceased
at
age three weeks], and Torres Aulaire.
Mary Blanche was a D.A.R. member and she spent her life doing work on
her
family history. It is because of her devotion to family history that we
have
so many records in our family.
Ida May Combs married James Armstrong. She is the last child of the
ancestor William Combs who immigrated to this country. Submitted by NR
Williamson, Jr.and T. A. Williamson.

The following sketch is of the Jackson county Combs family. My great-
grandmother was Mary B. Combs Williamson, the daughter of Henry Clay
Combs.
My parents are Karl and Alice Click of Mount Alto. I have a brother,
Jason
Keith Click. Also, I am the granddaughter of Ney R. and Sylvia
Williamson and
Henry and Arrietta Knapp Click.
{Sallie} Saral Susan Floweree, born February 7, 1812, in Rectortown,
Fauquier County, Virginia, died in Mason County, West Virginia, December
26,
1896. She married William Henry Combs at Romney, Virginia, [now West
Virginia]. He was born April 27, 1811 in Fauquier County, Virginia, near
Hopewell Gap, in the Bull Run Mountains. He was a Confederate soldier
when he
was fifty years of age. He served in Company "B" Virginia Infantry.
Their
two oldest sons were also Confederate soldiers.
To Sallie and William combs were born twelve children as follows:
(1) Arianna Hanson Combs born 1833 in Fauquier County, Virginia, married
Joseph Bibbee in Jackson County, June 16, 1853.
(2) William Edgar Combs born 1834 in Jackson county, Virginia, Civil War
veteran 1861-1865, married Nancy Roach.
(3) Contee F. Combs, Confederate soldier, died in service, unmarried.
(4) Mary Helen Combs born 1836, married January 23, 1856 to Kinsey
Purden of
Jackson County, Virginia [now West Virginia].
(5) Lacy Ann Combs, married Martin L. Crum, January 201861.
(6) Pometia C. Combs, married John Pickens, both died in Iowa, two
children.
(7) Sallie Floweree Combs married Jacob Knight.
(8) Daniel F. Combs drown in Ohio River at age 9.
(9) John H. Combs unmarried age 22.
(10) Isabell Combs married John Price, one daughter living.
(11) Henry Clay Combs born April 18, 1856, married 1883, to Lenora Anise
